Help, flele won't play sound?

Okay so I've tried everything possible. I downloaded the East Asian language pack, made sure "do not play sound" was unchecked, and my files are mp3s. The only thing I haven't done is make sure the application in the sound mixer was unchecked. It's because I CAN'T. The little bell icon for SSP isn't there. I have a feeling that might be the source of my problem. Please can someone tell me how to fix this?
