Can we just steal satellites?

Why bother when there is plenty of electronic waste here on earth? Recycling it properly (as opposed to cherry picking) is generally not economically viable without subsidy of one form or another. If that is true on Earth the economics will be disastrous the minute you introduce unnecessary space missions into the equation.
