Are those who want small government trying to corrupt it so that popular opinion will favor dismantling?

People talk about democracy but it seems that there are those who use it because the have mastered the art of manipulating public opinion. We no longer live in a day where we study the mind to create a better society, but instead to advance the motives of those who seek money and power for narrowly selfish gain.
