Why Won't My Togepi Evolve?

I've done everything! Ever since it hatched from its egg I've been trying to get that thing to evolve! I gave a soothe bell to hold and I've been taking it to Castelia City for maussages EVERY DAY!!! After that I took it to different routes for training and battling with it to get its happiness up ( 'cause that's how they evolve)!! Now, it's on level 42 and STILL won't evolove! Am I doing anything wrong?!
