Ron paul would dismantle government agencies?

ron paul (tx congressman) said he would dismantle government agencies department of education,department of health and human services,department of defense,etc if he were elected president how could that be possible? There still need to be schools and teachers, people still are goen need medicaid and financial help and also were still goen be at war so what does he mean by dismantle? Also what is his stand on illegal immigration?
